Deputy Referrals, Admissions & Safeguarding Manager

We are seeking an enthusiastic and proactive team member to support the effective review and processing of referrals, admissions, and discharges across our services. The role will include providing strong oversight, governance, and constructive feedback on incident reports to ensure full adherence to policy, legislation, and best practice standards. You will also contribute to building practice capacity within teams, which may include delivering occasional training in key areas such as report writing.

About the role

KEY RESPONSIBILITIES:

§  Assess and manage referrals, ensuring timely review of information and alignment with available placements.

§  Collaborate with Regional and Home Managers to plan and maintain capacity across services.

§  Ensure compliance with organisational referral policies, procedures, and standards.

§  Oversee the full referral-to-admission process, ensuring smooth transitions for young people entering services.

§  Support effective discharge planning, working with internal teams and external stakeholders.

§  Liaise closely with the National Placement Team (NPT) to maintain strong communication and service alignment.

§  Monitor placement progress, ensuring reports are completed accurately and submitted within required timeframes.

§  Maintain clear, professional communication with internal teams, external agencies, and key stakeholders.

§  Contribute to service development, identifying opportunities to improve referral pathways and placement outcomes.

§  Maintain accurate records and documentation, ensuring data integrity and compliance with regulatory expectations.

 

§  Lead and maintain robust procedures for reviewing incidents, complaints, compliments, and Child Protection & Welfare concerns, ensuring thorough oversight and timely response.

§  Provide clear, constructive feedback to Home Managers and support improvements in care practice, documentation standards, and staffing approaches.

§  Monitor compliance and practice quality, ensuring alignment with childcare legislation, National Standards, best practice guidelines, and full integration of the TCI and CARE models.

§  Coordinate and chair MDT incident review meetings, record and distribute minutes, and track action plans to ensure effective follow‑up and completion.

§  Strengthen governance and safeguarding systems by collaborating with Regional Managers and the TST, escalating risks appropriately, and maintaining accurate safeguarding and incident registers.

 

TRAINING

§  Full induction will be provided along with training in our model of care.

 

ESSENTIONAL SKILLS & EXPERIENCE

 

§  Minimum of 5 years’ experience in Children’s Services, ideally within Children’s Residential Care, with strong safeguarding knowledge and confidence managing complex or challenging situations.

§  Strong analytical abilities with proven skills in trend identification, data analysis, investigation, and strategic problem‑solving to support evidence‑based decision‑making.

§  Excellent communication and organisational skills, with the ability to chair meetings confidently, provide clear feedback, and collaborate effectively with internal and external stakeholders.

§  High standard of written recording (including accurate spelling and grammar), strong IT skills, and the ability to learn new digital systems quickly.

§  Level 7 qualification in Social Care or a related field, with the ability to work flexibly, independently, and as part of a team while maintaining professional standards of practice.
