About the role:

The HR Manager provides senior operational leadership across the national Healthcare Ireland Group HR function, translating strategic HR direction into consistent, high-quality delivery across all services.

The post-holder is responsible for workforce governance, employee relations oversight, people compliance, and leadership of HR operational teams, ensuring safe, fair and effective people management across a growing multi-site care home group.

The role acts as the critical bridge between HR strategy (HR Director) and frontline HR delivery (HR Team Leads and Advisors), providing professional leadership, escalation control and continuous improvement across all HR operations.

About the role

Duties and Responsibilities

• Provide senior leadership to HR Team Leads and Advisors across all regions
• Ensure consistent application of policies, procedures and employment law compliance
• Lead HR governance reviews, audits and compliance assurance
• Act as escalation lead for complex employee relations and risk cases
• Oversee probation, disciplinary, grievance, capability and absence frameworks
• Ensure defensible documentation and regulatory readiness (RQIA, NISCC, NMC)
• Own workforce risk registers and escalation frameworks
• Monitor high-risk cases including safeguarding, professional registration, whistleblowing and serious misconduct
• Lead response to regulatory and external scrutiny relating to workforce matters
• Provide senior case oversight and coaching to HR Leads and Advisors
• Personally manage the most complex, sensitive or high-risk ER cases
• Embed HCI values and leadership behaviours across management teams
• Lead culture, engagement and wellbeing frameworks
• Oversee supervision compliance and leadership development pathways
• Support Directors and Regional Support Managers with leadership interventions
• Translate HR Director strategy into deliverable operational programmes
• Lead group-wide people improvement projects
• Monitor workforce KPIs: agency usage, sickness, turnover and vacancy levels
• Provide monthly dashboards and analysis to HR Director and Executive Team
• Lead, coach and performance-manage HR Team Leads and Advisors
• Build capability across ER, employment law, and leadership coaching

About you:

• Significant senior HR leadership experience in a regulated, multi-site environment
• Significant experience in managing a sponsorship licence and UKVI Reporting
• Strong employment law knowledge (NI and UK)
• Proven complex ER case leadership
• Experience leading HR teams
• CIPD Level 5 as minimum
