Job Description

Position Title: Regional ManagerReports to: Head of Residential Children's ServicesDirect Reports: Social Care Managers – Various Locations


Overview

The Regional Manager holds operational responsibility for all projects and services within the assigned geographical region. This role contributes to developing strategies, policies, and systems for Odyssey Social Care, ensuring adherence to regulatory and professional standards across the region. As a member of the Senior Management Team, the Regional Manager collaborates with other Regional Managers to maintain and elevate the quality of services nationally.

Main Duties and Responsibilities

Young People/Clients

  • Client Safety and Potential: Ensure all clients are safely and professionally cared for, enabling them to reach their maximum potential in line with Odyssey Social Care’s mission and vision.

  • Specialist Care Framework: Embed the specialist care framework in the practices of care teams.

Staff

Staff Wellbeing: Safeguard the health, safety, and well-being of all staff in the region. Ensure teams are adequately supported and trained.

Direct Management

  • Support and Supervision: Provide direct support, supervision, and guidance to direct reports, ensuring motivation and commitment. Hold Social Care Managers accountable for their performance and that of their teams.

  • Report Assistance: Assist Social Care Managers in producing accurate and well-written reports for social workers, other professionals, and families as appropriate.

Ensuring an Appropriate Environment

  • House Standards: Maintain high standards in all houses within the region, ensuring they are clean, welcoming, and safe.

  • Maintenance Accountability: Keep maintenance logs up to date, audit completed work, and report any issues to the maintenance manager and Director of Operations.

Team Management

  • Team Leadership: Lead an effective staff team, ensuring compliance with regulations and standards. Manage proactively, solving problems before they escalate.

  • On-Call Service: Participate in the regional 24-hour on-call service, providing staff with direct support as needed.

  • Change Management: Lead regional implementation of organizational change processes initiated at the Board and Senior Management Team level.

Financial Control

  • Budget Management: Take responsibility for the regional budget, ensuring spending remains within approved limits.

  • Resource Allocation: Ensure all houses have the necessary resources (staff, buildings, furniture, transport, food) within the budget to deliver safe and proper care.

Meeting Standards

  • Auditing and Performance Management: Engage with the auditing and performance management system. Conduct monthly audits and ensure follow-up on recommendations.

  • Regulatory Compliance: Ensure all regulatory and procedural requirements are met by services in the region.

  • Disciplinary Procedures: Conduct grievance and disciplinary investigations and hearings in accordance with company procedures.

External Relationships

  • Stakeholder Relationships: Develop and maintain positive relationships with HSE inspectors, Monitoring Officers, Garda Superintendents, CAMHS teams, School Principals, and other key stakeholders.

  • New Business Development: Generate new business through effective relationship management.

  • Service Development: Support the development of new services, including setting up buildings, recruiting and inducting new managers, achieving registration, and generating clients.

Reporting

  • Report Submission: Provide written and verbal reports to the Directors, the Board, and other managers as required. Ensure timely submission of statutory and standard reports to TUSLA and other professionals.

  • Risk Notification: Notify Directors of any serious risks to Odyssey Social Care, staff, children, or the business.

  • Deputy Role: Deputize for the Client Services Manager as needed.

Whistleblowing, Confidentiality, and Company Welfare

  • Duty of Care: Report any risks to child or staff safety, or company welfare, to a Director, following the whistleblowing policy.

  • Confidentiality: Maintain confidentiality regarding all internal matters, including those related to children, staff, and financial or procedural issues.

  • Company Wellbeing: Prioritize the well-being of the Company over personal, financial, or other gain.

Any Other Duties

  • Additional Responsibilities: Perform other duties within your competence as reasonably required from time to time.

Qualifications

Essential:

  • Management degree or equivalent.

  • Professional qualification in one of the following fields: teaching, childcare, social work, social care, youth work, or psychology (clinical, educational, or counselling).

Experience

Essential:

  • At least 3 years of senior management experience in a service company employing more than 100 staff.

  • Experience in one or more of the following areas: marketing, sales, operations management, logistics, or Human Resource Management.

  • A minimum of 5 years of direct experience working in and/or managing services for vulnerable children and young people.

  • Experience working with young people under 12 in specialist services.

  • Extensive experience in working with young people with attachment disorders.

  • Experience in presenting and training teams.
