About this role
The objective(s): The role and responsibility of a Senior Quantity Surveyor (SQS) is to manage and report on the current and future financial position of the project(s) they have been appointed to work on.
KEY DUTIES & RESPONSIBILITIES
The SQS is required to take full financial responsibility for the project(s) which they have been appointed to monitor. If a JJR Project Quantity Surveyor and or an Assistant Quantity Surveyor has been appointed to the project the SQS will act as the Team Lead for the Commercial Department on that project including delegation of the key duties and responsibilities which include:
GENERAL
Upon appointment, receive costing information from the estimating department and develop a project budget QS 1 & 2 form in line with JJR target margins for use on the project. This will then be uploaded to SAP.
Work with JJR project team including Contractor Managers, Project Managers (PM), Site Managers, Design Managers and H&S departments to develop detailed and project specific scope of works prior to procurement.
Procurement of all subcontractor and consultant trades including issuing tender enquiries in line with JJR “Subcontractor Procurement Process”, obtaining quotations, compiling analysis, preparing internal signoff in line with the requirements set out in the JJR “Subcontractor Appointment Process” and issuing correct appointment documents once the order has been signed off by JJR management.
The SQS must ensure full signed off orders have been issued, signed and returned prior to works commencing onsite. This will apply to all Collateral Warranties where required. No Payments will be processed without both in place.
The SQS is responsible for all internal cost reporting. All reports as outlined in JJR’s “Commercial Reporting Process” document must be completed, signed and returned as per the commercial reporting schedule or depending on the Commercial Managers requirements.
The SQS must ensure that all financial information required for the internal “Monthly Dashboard Report” has been provided to the PM in a timely manner to allow inclusion in this report. The Monthly Dashboard report is required to be submitted by the monthly deadline.
Monitoring and providing cost information for any client changes including seeking agreements of same from Client/PQS/Employer.
Providing cost or other information to the client as requested to ensure a working relationship is maintained.
Compiling and agreeing monthly applications for work completed by JJR to ensure a positive cashflow is maintained for each project. It is not always possible to stay in positive cashflow.
Assessing subcontractors and consultants’ applications for payment on a monthly basis. The SQS is required to set a due date in all subcontractor and consultant contracts and include that schedule of payments into the Subcontract Documents. All applications must be assessed, certificates/ payless notices issued and payments uploaded to SAP in line with the schedule of payments included within the Subcontract Documents to ensure payments are made on time. The Subcontractor & Consultant Payment Checklist is to be issued to the Commercial Manager once payments are loaded on SAP in line with the agreed schedule of payments included within the Subcontract.
The SQS from time to time will be required to provide additional financial information on their projects by JJR Management such as cashflow forecasts, financial performance reports. This is to be provided in a timely and accurate manner.
The SQS may be asked to provide assistance to the estimating department during certain periods, tasks may include, measuring, issuing enquiries, comparing quotes etc. The SQS must be able to accurately interpret quotations and ensure sufficient coverage for JJR’s tender price.
Maintain all project records on SharePoint, in specific folder structure. This includes but is not limited to correspondence, applications (subcontractor and clients), assessment (subcontractor and clients), variation registers, cost reports, cash flows, client certifications, internal costings, etc.
The SQS should carry out their works in a manner which avoids disputes, both with the client and our supply change. If disputes do arise the SQS must lead the JJR defense including setting out our positions, providing detailed records, working with JJR appointed defence teams etc.
Assist in the design process (particularly B&D contracts) by providing cost information and ensuring JJR are achieving the best possible value for material, trades and consultants.
Seek value engineering options where possible to ensure JJR are achieving the best possible value for material, trades and consultants.
The SQS must be capable of working to tight deadlines. This includes ensuring the following is completed on time each month, Application for Payments, Assessment of Applications, CVR Reports, Cashflows, Monthly Project Reviews etc.
Ensure compliance with JJ Rhatigan commercial governance, including adherence to delegation of authority/sign-off requirements and maintaining a clear audit trail for all commercial decisions.
Maintain and update the project risk/opportunity register from a commercial perspective (including supply chain, programme, design development and client change), and escalate material items to the Commercial Manager/Commercial Director as required.
Manage subcontractor variations and claims in accordance with contract terms, including timely notifications, assessment, agreement where possible, and maintenance of contemporaneous records to support JJ Rhatigan’s position.
Lead the agreement and close-out of subcontractor and consultant final accounts, ensuring all necessary documentation is in place (including warranties, as-builts, manuals where relevant to commercial close-out) and that final values are accurately reflected in SAP and the project cost report.
Support the preparation, submission and agreement of the client/Employer final account (where applicable), and complete project commercial close-out reporting, including lessons learned to improve JJ Rhatigan commercial performance on future projects.
Provide day-to-day mentoring and technical guidance to Project Quantity Surveyors and Assistant Quantity Surveyors (where assigned), including review of key outputs (procurement, valuations, notices, cost reports) to ensure consistency with JJ Rhatigan standards.
