Corporate Assurance Manager

Location: Radius Housing, 38-52 Lisburn Road, Belfast, BT9 6AA

Hours: 37 hours per week 

Salary: £37,849 (pt35) - £47,540 (pt45) per annum

About the role

Principle Duties & Responsibilities The post holder’s primary role will be to assist the Director of Corporate Services and act in an advisory capacity providing assurance on governance, compliance, quality and innovative approaches to communication & marketing. The post holder will oversee the team ensuring effective and robust methodology is applied to all processes. 1.0 Governance & Compliance 1.1 Assist the Director of Corporate Services in the development of a strategy for governance. 1.2 Assist the Director of Corporate Services to ensure high quality governance services across the Association. 1.3 Liaise with Companies House, DfC and the Charity Commission for NI and file any changes in compliance with relevant legal requirements. 1.4 Research best practice on governance matters to ensure Radius complies with the most recent standards. 1.5 Develop and maintain a good working knowledge of Radius rules, such as Memorandum of Articles, Standing Orders and Code of Governance. 1.6 Assist the Director of Corporate Services to co-ordinate training and development for Board and Committee members. 2.0 Business Planning, Strategy and Monitoring Performance 2.1 Contribute to the development of the Corporate Strategy and Business Plan. 2.2 Implement quality assurance checks and audits on Key Performance Indicators (KPIs) reported to Senior Management and Board. Ensure KPIs are in accordance with Department for Communities (DfC) targets. 2.3 Develop and manage a programme of business process re-engineering to drive efficiencies across the Association. 3.0 Regulatory, Legal and Internal Audit Compliance and Risk Management 3.1 Work closely with Managers to ensure regulatory compliance and that legal/ governance compliance matters are understood and maintained. 3.2 Assist the Director of Corporate Services to ensure the Articles of Association, Scheme of Delegations, Standing Orders and the Terms of Reference of Committees are effectively utilised to ensure best practice, maintaining probity and efficiency. 3.3 Co-ordinate and manage the Annual Regulatory Return to the Department for Communities (DfC). 3.4 Assist the Director of Corporate Services to ensure an effective and comprehensive programme of Internal Audit reviews to deliver probity and business efficiency. 3.5 Assist the Director of Corporate Services to ensure all requirements of Internal Audit are met. 3.6 Establish and maintain a register of operational policies and procedures, which are regularly reviewed. 3.7 Develop a programme of system and process audits and produce reports to provide assurance and recommendations to strengthen processes throughout Radius. 3.8 Support the Director of Corporate Services in managing risk for the Directorate. 4.0 Marketing & Communication 4.1 Assist in the development and delivery of a Marketing and Communications Strategy and Digital Inclusion Action Plan. 4.2 Manage internal communications and public relations support across the organisation including engagement with media outlets where appropriate. 4.3 Manage and co-ordinate all marketing, advertising and promotional activities in line with approved business plan. 4.4 Conduct/manage market research to determine market requirements for existing and future services. 4.5 Ensure the corporate web site and intranet are updated regularly and are maximised as a marketing, information and communication tool. 4.6 Ensure regular refreshing of Radius social media sites and monitor for rogue or hostile postings. 4.7 Co-ordinate press releases, official openings and other public relations opportunities. 4.8 Support business partnering events which may be held from time to time during and outside normal office hours. 4.9 Work closely with managers, to promote and deliver PR and marketing campaigns. 4.10 Ensure the bespoke employee app is fully utilised as an effective communication and engagement tool for staff. 4.11 Champion the collation of Association wide awards submissions. 5.0 Quality and Continuous Improvement 5.1 Manage and where necessary make recommendations for the enhancement of the Corporate quality strategy. 5.2 Monitor quality assurance audits and report on progress to management/Board. 5.3 Assist with analysis and interrogation of data, relating to performance to enable and establish methods of improving service. 5.4 Co-ordinate quality accreditations and submissions on behalf of the Association. 6.0 Research, Consultation, Data Collection and Customer Initiatives 6.1 Manage the team to ensure the delivery of KPI targets through an annual programme of customer surveys, benchmarking, consultation initiatives and secondary research, as appropriate. 6.2 Analyse trends from research feedback and liaise with Managers and Directors to develop improvement action plans. 6.3 Work with external providers and internal colleagues to lead initiatives which includes Mystery Shopping, quality, equality & diversity initiatives. 7.0 Equality and Diversity 7.1 Ensure compliance with Section 75 Equality and Good Relations duties and obligations as identified in the Equality Scheme, and in compliance with the Associations Equality Policy. 7.2 Ensure all measures identified within the Equality Scheme are fully actioned in accordance with the timetable detailed within the Equality Scheme. 7.3 Develop training for staff and Board members so that the Association can meet its statutory obligations in relation to Equality and Good Relations. 7.4 Co-ordinate and manage the Annual Equality Return to the NI Equality Commission. 8.0 General 8.1 Assist the Director of Corporate Services to ensure the overall efficiency of the Directorate by positively promoting all aspects of the service including supporting employees. 8.2 Represent the Association in a reputable and professional manner at all times. 8.3 Monitor budgets within area of responsibility and act within the Association’s financial approvals policy and procedures. 8.4 Make suggestions that will drive forward performance, promote value for money, challenge and help resolve corporate issues. 8.5 Handle confidential and commercial information with discretion and in accordance with data protection legislation. 8.6 Line manage staff through regular and timely 1:1’s and annual appraisals, address under performance and apply Radius employee policies and procedures. 8.7 Contribute to the development of a respectful and mutually supportive working environment. 8.8 Carrying out all tasks and activities in accordance with the Association’s Health & Safety at Work policies and procedures. 8.8 Undertake other duties that are consistent with the responsibilities of the post as and when required

What you will need

Required criteria Level six qualification (e.g. Bachelor’s Degree, Graduate diploma) or above in an related discipline such as business studies, marketing, governance plus 2 years’ relevant experience. OR at least 5 years’ experience (gained in the last 7 years) of at leasExperience of governance, risk and compliance (GRC) systems and performance monitoring and reporting against same.Experience of managing a team.A current full driving licence and access to a suitable form of transport* (*applicants without a full driving licence should have access to a form of transport to enable them to meet the nature and requirements of the post).
Desired criteria Demonstrable experience of research and development of strategy and interpretation of policy into operational principles and practices.Knowledgeable on marketing & communication.
